Named for the first living double recipient of the Air Force Cross.  His first award for valor in aerial combat during the Vietnam War and second AF Cross for gallantry as a POW in Vietnam.  

Risner became an ace in the Korean War, commanding a squadron of F-105 Thunderchiefs.  Risner was shot down twice and destroyed eight MiG-15s.
